NC Pre-K Program (formerly More at Four)
NC Pre-K is a statewide initiative to provide a high quality
pre-kindergarten experience for at-risk 4 year olds to
prepare them to enter school the following year. A child
must turn 4 years old on or before August 31st of the
program year in order to be age eligible for NCPK. Children
who are age eligible for kindergarten cannot be served with
NCPK funds.
A child that meets the age requirements is eligible for NCPK
if the child meets one of the criteria below. First priority
for service must be given to children who are “at-risk”:
Priority One – Children who are “At-Risk”
1. Child is from a family whose gross income is at or below
75% of the State Median Income level
OR
2. Child has an identified disability as indicated by the
child having a current Individualized Education Plan (IEP)
OR
3. Child has been determined “at-risk” by Division of Child
Development and Early Education (DCDEE) based upon
documentation that the child’s eligibility criteria and
other factors constitute a significant and substantial risk
that the child would be unable to avail himself/herself of
the opportunity to obtain a sound basic education
Priority Two – Other Eligible Children (May be served
only if all “At-Risk” children are served)
1. Child has Limited English Proficiency (LEP) as indicated
by the family and/or child speaking limited or no English in
the home
OR
2. Child has a developmental or educational need as
indicated by the child’s performance results on an approved
developmental screening tool
OR
3. Child has a chronic health condition as indicated by a
health care provider diagnosis
OR
4. Child has at least one parent or legal guardian who is an
active duty member of the armed forces of the United States,
the NC National Guard or other state military force, or a
Reserve Unit of the armed forces, and who is ordered to
active duty by the proper authority within the last 18
months, or expected to be ordered within the next 18 months.
A child whose parent or legal guardian has been seriously
injured or killed while on active duty is also eligible.
Stokes Partnership for Children is the Contract
Administrator for the NCPK program in Stokes County. This
means that all applications for NCPK are processed and
eligibility determined at Stokes Partnership for Children.

Copy of Child’s Certified Birth Certificate
** Incomplete applications cannot be processed & will be
returned**
Although applications will continue be accepted, the first
deadline for eligibility and placement determination will be
March 30, 2012.
